Four checks before
the first cut.

The official rule depends on the location, property and work. These steps narrow the question so you can get a useful answer from the right office.

Check the zoning first

Macon-Bibb Planning & Zoning says properties zoned HR1, HR2, HR3, HC, HPD, HPD-BH, CBD-1 and CBD-2 fall in design-review districts. Search your parcel in its zoning tools or ask staff to identify the district. A neighborhood name by itself is not enough.

Ask if the proposed tree work needs a CoA

Planning & Zoning’s guide says a dead or dying tree in a design-review district still requires a Certificate of Appropriateness and a statement from an arborist or tree surgeon. Staff may issue a CoA for some small dead or diseased trees; do not cut before the applicable approval.

Document what is changing

Bring the address, photos, a sketch showing the tree and street, why removal is proposed, and any arborist diagnosis. Ask staff which form and review level applies; some projects go to the Design Review Board.

Separate a single tree from land clearing

For a large clearing or development project, ask whether land-disturbance and zoning approvals apply beyond the design-review decision. Do not treat a CoA as the only possible permit or assume an ordinary residential tree removal needs the same process.

A common question

Is a dead tree automatically exempt?

No blanket exemption for design-review properties. The local Planning & Zoning guide specifically says dead or dying tree removal needs a CoA and arborist or tree-surgeon statement. Staff can explain the right review path for the tree and parcel.
